In the Steel theme (version 3.4.3), there are two images missing.
grid-blue-ft.gif
grid-blue-hd.gif

Not 100% sure but they are not needed.

This is in the css file for the steel theme

table.navtable tr{
background-image: url(images/grid-blue-ft.gif);
}

I just commented it out.
