is it possible to have navGrid both in footer and header with proper functionality?

I figure it out possible but there is a problem with position of bar. Created second

pager is on the very top of table over title. The goal is to put it under title bar and over data.

Hello,

You can use the toolbar option and define your custom buttons. Check the example page.
