Is there a way to get the horizontal scroll bar to show up without having to resize a column?

Observation: The horizontal scroll bar move to the right edge “flicker” problem has been fixed but the header row fails to move along with the last column. Meaning that when the last column on the right is exposed, the header stops moving as soon as the left side of the last column becomes visible on the left side of the vertical scroll bar.
