I have created a grid it is working without issue other than none of the buttons are clickable.
I have included my code. the cursor does not change either.

Interesting. I will try to test this, but one note from me.
You use two diffrent types of calling jqGrid methods like:
$(“#…).jqGrid({
…
}).filterToolbar(
..
).jqGrid('navGrid'..
).navButtonAdd(
);
I suggest you to use only one like this
.jqGrid('navGrid'..)
Please read here how to configure which type of calling to use
Also check if the CSS files are loaded correct.

I changed them all to the type you said no effect.
This is exact your example.
The only diffrence is that I use a local data.
Its working now apparently there was a cached version in my system i also played where jqgrid was added.
