The problem is discussed well in this forum. Local paginationis not supported. Will be in the upcomming 3.7 release.

pager is not working with tableToGrid.
i can use pager when using tableToGrid, the pager is shown but it dosen't work. It displays allways 0 pages available and the grid have a scroll to show all records at the same time whatever it's number is.

Some another user of forum discovered a workaround:
jQuery(“#grid”).jqGrid('setGridParam', {page: 1}).trigger(“reloadGrid”);
