I have the same problem.
Could you please try with this doctype:
<!DOCTYPE html PUBLIC "-//W3C//DTD XHTML 1.0 Strict//EN" "http://www.w3.org/TR/xhtml1/DTD/xhtml1-strict.dtd“>

i get the same results with that doc type. But, the page has a few things that would keep it from validating as strick xhtml, so IE may be reverting to 'quirlks' mode.
I posted 3 tests here.
Updated Tests… to be more valid html.
Just not sure how to fix the “table” invalid html that
requires an element to be valid ..but jqGrid only works when
it has no elements.
All 3 tests still fail the same way with IE6.
