Would it be possible to create a custom_func that would have access to what was entered in other fields than the one it is being defined for?

I would like to have a custom_func for a text field (column2) that would check if in another column (column1) was selected a certain option (from a drop-down), it would make the field mandatory, basically checking the length of the text entered and throw an error if it is zero.
