I'll try to produce a cut-down sample which recreates the problem. However, ours is a complex app which uses lots of non-default behaviour for JQGrid and I don't know where to start with identifying which of those is important to recreate the problem – I guess I'll turn off each setting until the pager restores normal behaviour. I appreciate JQGrid 'normally works' so it's something odd we're doing causing the issue.

I was hoping to get some insight on what might be the cause based on the fact that the behaviour changed between versions of JQGrid (although various changes were made to our product at the same time as taking on the new version of JQGrid to align with its features). I'll look closer at what was changed.
